As close as it is, and as friendly as it is, Mexico is still a Foreign Country. Since 1969, Collectron's unique Shelter Plan Program has helped over 180 Companies start-up and operate their Maquiladora Operations in Mexico. The Shelter Plan was designed to allow manufacturers to test Mexican productivity and product cost savings before committing to incorporating in Mexico and forming a Mexican subsidiary.


Collectron's Shelter Plan Program greatly simplifies starting-up and operating a Maquiladora Operation and eliminates long-term commitments, large capital outlays and lengthy start-up schedules. Under the Shelter Plan Program a company's investment in Mexico is limited to: machinery/equipment, materials, the transfer of technology and on-site plant management.


Collectron is the oldest Shelter Plan operator in Mexico. The Company's headquarters are in Nogales, Arizona and its subsidiaries are located and operate in four cities in the State of Sonora, Mexico: Nogales, Santa Ana, Hermosillo and Cd. Obregon.


Collectron's employees are bi-lingual and bi-cultural with extensive experience in starting-up and operating Maquiladora plants.


Maria Elena "MEG" Rigoli

Maria Elena, President of Collectron International Management, Inc. and it
subsidiaries, Sonitronies, S.A. de C.V. and Sonora S Plan, has 25 years experience
in the Maquiladora Industry and has been involved in successfully starting up
over 85 companies in Mexico, thus increasing employment opportunities in the
State of Sonora. Accepting challenges and growing in today's business world is
not an easy task for any women. Maria Elena Gallego de Rigoli, through hard
work and dedication, has matured in a complex organization that requires full knowledge
of both cultures (Mexican and American) as well as strong leadership skills. The strongest values that distinguish Maria Elena are honesty, loyalty, respect, and integrity. Maria Elena, who has always been concerned about our environment, developed a project within the State of Sonora Mexico called "Reciclarte". This creative project educated elementary students about the importance of recycling in today's world. Due to all of her successful achievements and her concern for children and the environment, Maria Elena received in April 2008 from the State of Sonora Mexico recognition known as "Business Woman of the Year" by COPRESON. Maria Elena is the first woman to ever receive such a prestigious recognition, making her an icon in today's business world.


Gus Rigoli

Chief Executive Officer, Collectron International Management, Inc. and its
Mexican subsidiaries Sonitronies S.A .de C.V. and the Sonora S. Plan S.A. de C.V.
Gus has been involved in the Maquiladora Industry since 1968. He is one of the
founders of the Shelter Plan Program which was established in Nogales, Sonora
in 1969. During the past 36 years, Gus has assisted over 150 companies initiate
their Maquiladora operations in the State of Sonora under the Shelter Plan
Program. He has served as past president of the Nogales, Sonora
Maquiladora Association.


Roberto Moreno

General Manager Collectron International Management, Inc. Roberto has been
involved in the Maquiladora Industry since 1970. Prior to joining Collectron,
Roberto was President of M&M Manufacturing located in Tucson, Arizona.
Roberto also held executive manufacturing positions with ECCO, MRI and
Memorex. Roberto has an Associates Degree in Business Administration from
LaSalle, a Technology Degree in Electronics from the Bell Institute and a
Bachelor of Law degree from the Preparatoria de Nogales.


Susana de la Torre

Administrative Human Resources Manager, Sonitronies S.A. de C.V. Susana has
been involved in the Maquiladora Industry since 1986. Susana has been a
Maquiladora Plant Manager (Alvensa) and Operations Manager (Whitney Blake
Company of Vermont). She joined Collectron in 1986 and has held the following
positions: Human Resources Manager, Operations Manager, Manager Customs
Department She holds Bachelor of Science Degrees in Physics and Mathematics.


Gonzalo Moreno

Operations Manager, Sonora S. Plan S.A. de C.V. Hermosillo and Santa Ana
Division. Gonzalo joined Collectron in 1984 in the Operations Department. In
1996, Gonzalo left Collectron and went to work with CR Baird, gaining
experience in the U.S. and Mexican Customs Department. In 2000, he returned
to Collectron as the U.S/Mexican Traffic Manager conducting and managing all
Customs Operations for the Shelter Plan Clients. Gonzalo interfaces with the
Mexican Customs Bureau, the Ministry of the Economy and the Ministry
of Hacienda (IRS).


Bernardo Moreno

Operations Manager, Sonitronies S.A. de C.V. Agua Prieta Division. Bernardo has
been working in the Maquiladora Industry since 1977, holding Engineering,
Quality, Manufacturing, Management positions, as well as Plant Management
for Companies such as ATS, MRI, EECO, MEMOREX, and Operation Manager for
M&M Manufacturing established in multiple locations in the State of Sonora.
With an Associate degree in Industrial Engineering specialized in Manufacturing.


Ana Maria Gallego Villanueva

Industrial Relations Manager, Sonitronies S.A. de C.V. Ana Maria joined
Collectron in 1999 after running her own food services company in Nogales,
Sonora. Having owned and run a Mexican corporation Ana Maria is very well
versed in Mexico's labor law.


Humberto Ramírez

Controller,Collectron International Management. Humberto's department
handles the finance and accounting information for all of the Shelter Plan
clients in 5 cities in the State of Sonora. Humberto received his Accounting
Degree from the University of Sonora  in Hermosillo, He’s a certified Public
Accountant under the Mexican Public Accountants College,  an active member
of the fiscal committee of the Maquiladoras Association (AMS), and has over
fifteen years experience in accounting.


Fernando Cardoso

Operations Manager Sonora S. Plan S.A. de C.V. Ciudad Obregón, Sonora.
Fernando has extensive experience in the Maquiladora Industry having managed
a Maquiladora operation in Hermosillo, Sonora that was involved in metal
stamping and powder coating. Fernando joined Collectron in 1989 and was
responsible for starting up three companies under the Sonora S. Plan in Ciudad
Obregón and one company in Hermosillo.
